Officers made more arrests and used taser guns as they worked to control a crowd of demonstrators near the intersection of 14th and J streets Tuesday morning.
Police in body armor and full riot gear moved in to break up the unlawful blocking off traffic.
Authorities said officers were met with some resistance, and that at least five demonstrators were taken into custody, including one who was tasered by an officer.
"The officers went to arrest subjects who were sitting on the ground ... however, when officers approached they were quickly surrounded by confederates of the people that were sitting there. They found themselves surrounded by the crowd and were able to take a defensive position. One individual chose to advance on the officers and he was administered a charge from the taser," Sacramento Police Chief Albert Najera said.
Najera said the man was checked by medical personnel and was not injured.
Police said they were not aware of any organized events planned for Tuesday afternoon, but would remain on alert.
Activists say they fear the Ministerial Conference on Agricultural Science and Technology is an attempt by corporate farming to push bio-engineered crops on starving countries.
Conference organizers counter that biotechnology can help developing nations reduce hunger while improving nutrition and their economies.
The streets immediately surrounding the Convention Center will be closed during the conference Tuesday. That includes 13th Street between L and J streets, and 14th Street between L and 15th streets.
Also, no parking will be allowed in the immediate area around the Convention Center.
